Co n\u00e1vrh z\u00e1kona upravuje? <\/h4>\n\n\n\n<p>A) <strong>Prodej pouze dosp\u011bl\u00fdm (18+) a pouze ve specializovan\u00fdch prodejn\u00e1ch<br><\/strong>Navrhovan\u00e1 novela z\u00e1kona o ochran\u011b tab\u00e1ku a neku\u0159\u00e1ctv\u00ed stanov\u00ed, \u017ee nikotinov\u00e9 s\u00e1\u010dky budou prod\u00e1v\u00e1ny pouze dosp\u011bl\u00fdm star\u0161\u00edm 18 let. Prodej bude nav\u00edc omezen na specializovan\u00e9 prodejny (nap\u0159. tab\u00e1kov\u00e9 obchody), co\u017e znamen\u00e1, \u017ee snadn\u00fd n\u00e1kup nikotinov\u00fdch s\u00e1\u010dk\u016f prost\u0159ednictv\u00edm internetov\u00fdch obchod\u016f nebo kiosk\u016f, kter\u00e9 neprov\u00e1d\u011bj\u00ed kontrolu v\u011bku, ji\u017e nebude mo\u017en\u00fd.<\/p>\n\n\n\n<p>b) <strong>V\u00fdstra\u017en\u00e9 \u0161t\u00edtky na obalu<\/strong><strong><br><\/strong>Podobn\u011b jako cigarety, i obaly nikotinov\u00fdch s\u00e1\u010dk\u016f budou muset n\u00e9st varovn\u00e9 \u0161t\u00edtky. Tato varov\u00e1n\u00ed budou spot\u0159ebitele informovat o potenci\u00e1ln\u00edch zdravotn\u00edch rizic\u00edch.<\/p>\n\n\n\n<p>C) <strong>Povinn\u00e9 hl\u00e1\u0161en\u00ed a maxim\u00e1ln\u00ed obsah nikotinu<\/strong><strong><br><\/strong>Nov\u00e9 v\u00fdrobky budou muset b\u00fdt p\u0159ed uveden\u00edm na trh nahl\u00e1\u0161eny Agentu\u0159e pro zdrav\u00ed a bezpe\u010dnost potravin (AGES). Krom\u011b toho bude zaveden z\u00e1konem definovan\u00fd maxim\u00e1ln\u00ed obsah nikotinu.<\/p>\n\n\n\n<p>d) <strong>Omezen\u00ed reklamy<\/strong><strong><br><\/strong>V budoucnu bude reklama na tyto produkty podl\u00e9hat stejn\u00fdm omezen\u00edm jako reklama na cigarety: c\u00edlen\u00ed na mlad\u00e9 lidi prost\u0159ednictv\u00edm akc\u00ed a soci\u00e1ln\u00edch m\u00e9di\u00ed ji\u017e nebude povoleno.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>2. Souvislosti: Pro\u010d je nezbytn\u00e1 n\u00e1rodn\u00ed regulace?<\/strong><\/h4>\n\n\n\n<p>Kl\u00ed\u010dov\u00fdm d\u016fvodem nov\u00e9ho n\u00e1vrhu je sm\u011brnice EU o tab\u00e1kov\u00fdch v\u00fdrobc\u00edch, kterou je Rakousko povinno dodr\u017eovat. Ka\u017ed\u00fd, kdo si je bude cht\u00edt koupit, bude muset bu\u010f nav\u0161t\u00edvit prodejnu tab\u00e1kov\u00fdch v\u00fdrobk\u016f (s ov\u011b\u0159en\u00edm v\u011bku), nebo p\u0159\u00edpadn\u011b podstoupit ov\u011b\u0159en\u00ed v\u011bku v internetov\u00e9m obchod\u011b, za p\u0159edpokladu, \u017ee prodejce m\u00e1 zavedena nezbytn\u00e1 opat\u0159en\u00ed na ochranu mladistv\u00fdch.\u00a0<\/p>\n\n\n\n<p>b) <strong>Krok k v\u011bt\u0161\u00ed transparentnosti<\/strong><strong><br><\/strong>Na\u0159\u00edzen\u00ed v\u0161ak nab\u00edz\u00ed v\u011bt\u0161\u00ed transparentnost pro dosp\u011bl\u00e9 osoby, kter\u00e9 maj\u00ed o slo\u017een\u00ed \u017e\u00e1dn\u00e9 produkty, a obsah nikotinu.&nbsp;<\/p>\n\n\n\n<p>C) <strong>Nejistota ohledn\u011b zdan\u011bn\u00ed<\/strong><\/p>\n\n\n\n<p>Zat\u00edm nen\u00ed jasn\u00e9, jak budou nikotinov\u00e9 s\u00e1\u010dky podle nov\u00fdch p\u0159edpis\u016f zdan\u011bny. Takov\u00fd p\u0159\u00edstup by mohl povzbudit dosp\u011bl\u00e9 ku\u0159\u00e1ky, kte\u0159\u00ed se sna\u017e\u00ed sn\u00ed\u017eit sv\u00e1 zdravotn\u00ed rizika, k pou\u017e\u00edv\u00e1n\u00ed m\u00e9n\u011b \u0161kodliv\u00fdch alternativ, a to v souladu se strategiemi sni\u017eov\u00e1n\u00ed \u0161kod, kter\u00e9 ji\u017e byly p\u0159ijaty v n\u011bkter\u00fdch jin\u00fdch zem\u00edch.
