Letzte Woche gelangte ein durchgesickerter Entwurf der aktualisierten EU-Tabaksteuerrichtlinie (TED) an die \u00d6ffentlichkeit, als <a href=\"https:\/\/clearingtheair.eu\/en\/post\/exclusive-eu-countries-discuss-lower-rates-for-smokes-vapes-and-iqos-pouches-rates-remain-sky-high\/\" target=\"_blank\" rel=\"noreferrer noopener\">gemeldet<\/a> Von Clearing The Air. Die Schlagzeile? Sie haben die vorgeschlagenen Steuers\u00e4tze f\u00fcr Nikotinbeutel und E-Zigaretten \u201egesenkt\u201c. Sie wollen, dass man glaubt, sie h\u00e4tten zugeh\u00f6rt. Sie wollen, dass man sie f\u00fcr vern\u00fcnftig h\u00e4lt.<\/p>\n\n\n\n<p><strong>Das sind sie nicht.<\/strong><\/p>\n\n\n\n<p>Sie haben ein paar Cent eingespart, aber das Ziel bleibt genau dasselbe: lebensrettende Nikotinbeutel fast genauso zu behandeln wie die t\u00f6dlichen Zigaretten, die sie ersetzen sollen.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Der Krieg gegen die \u201eSubstitution\u201c<\/strong><\/h5>\n\n\n\n<p>Aber jetzt kommt der eigentliche Clou. Liest man das Kleingedruckte des Ratsentwurfs, findet man einen Satz, der einen wirklich emp\u00f6ren d\u00fcrfte. Darin wird offen zugegeben, dass dieser Steuerplan darauf abzielt, \u2026 <strong>\u201eSteuerbedingte Produktsubstitutionen verhindern.\u201c<\/strong><\/p>\n\n\n\n<p>Lies das noch einmal.<\/p>\n\n\n\n<p>Die B\u00fcrokraten sagen: <em>\u201eWir wollen nicht, dass es f\u00fcr Sie billiger ist, aufzuh\u00f6ren.\u201c<\/em> Sie versuchen ganz bewusst, Sie davon abzuhalten, von einer herk\u00f6mmlichen Zigarette, von der wir wissen, dass sie t\u00f6tet, auf einen Nikotinbeutel umzusteigen, der dies nicht tut.<\/p>\n\n\n\n<p>Warum sollten sie das tun? Wenn man als Raucher nach einem Ausweg sucht, ist \u201eSubstitution\u201c doch genau das, was man sich w\u00fcnscht, oder? Nicht laut dem Rat. F\u00fcr ihn ist der Wunsch nach einem l\u00e4ngeren, rauchfreien Leben lediglich eine \u201eMarktverzerrung\u201c, die durch Steuern beseitigt werden m\u00fcsse.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Du bist ihr Geldautomat<\/strong><\/h5>\n\n\n\n<p>Es geht nicht um Gesundheit. Das war nie der Fall. Es geht um Einnahmen. Der Rat behandelt Raucher und Nutzer von Tabakbeuteln wie menschliche Geldautomaten. Sie haben erkannt, dass ihre enormen Steuereinnahmen aus dem traditionellen Tabakhandel verschwinden w\u00fcrden, wenn alle tats\u00e4chlich auf sicherere Alternativen umsteigen w\u00fcrden.<\/p>\n\n\n\n<p>Ihre L\u00f6sung ist also simpel: Sie machen die Alternativen so teuer, dass sich der Durchschnittsb\u00fcrger \u2013 derjenige, der Doppelschichten schiebt und einfach nur mit dem Rauchen aufh\u00f6ren will \u2013 den Umstieg schlichtweg nicht leisten kann. Sie treiben einen mit ihren Preisen in den vorzeitigen Tod, nur um ihre Bilanzen zu sanieren.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Das \u201eschwedische Wunder\u201c gegen den Albtraum des Rates<\/strong><\/h5>\n\n\n\n<p>Wir haben es schon einmal gesagt und wir werden es so lange sagen, bis sie zuh\u00f6ren: <strong>Schweden hat es geschafft.<\/strong> Sie haben die niedrigsten Raucherquoten in der entwickelten Welt. Nicht etwa, weil sie ihre B\u00fcrger durch Steuern in die Armut getrieben h\u00e4tten, sondern weil sie ihnen die Wahl zwischen Zigarettenbeuteln \u00fcberlassen.<\/p>\n\n\n\n<p>Aber die EU mag keine Wunder. Sie mag Kontrolle. Lieber l\u00e4sst sie Sie weiterhin rauchen, als dass Sie eine Zigarettenschachtel kaufen, die sie nicht mit Tabaksteuern ausgebeutet hat.<\/p>\n\n\n\n<p>Eine etwas niedrigere Steuer auf ein lebensrettendes Produkt ist immer noch eine Steuer auf das Leben. <em>Considerate Pouchers<\/em>Es ist uns egal, ob die Steuer dieses Jahr nur geringf\u00fcgig niedriger ausf\u00e4llt, sie ist und bleibt ein Angriff auf Ihre Gesundheit und Ihr Herz.<\/p>\n\n\n\n<p>Es ist an der Zeit, dass Fremde nicht l\u00e4nger dar\u00fcber entscheiden, wie viel Ihre Gesundheit wert ist. Wenn der EU das Thema \u201eGesunde Herzen\u201c wirklich am Herzen l\u00e4ge, w\u00fcrde sie Ihnen die finanzielle Unterst\u00fctzung entziehen und Sie selbstbestimmt mit dem Rauchen aufh\u00f6ren lassen \u2013 so wie es sich bew\u00e4hrt hat.<\/p>\n\n\n\n<p>Das werden sie nicht.
