Nicotine pouches can&#8217;t be legally sold in shops. Vapes are pharmacy-only.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So how many young Australians use pouches? One in twelve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s a government figure.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The numbers<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Australia&#8217;s National Drug Strategy Household Survey asked more than 17,500 people about their nicotine use between June and December 2025. For the first time, it asked about pouches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s what the <a href=\"https:\/\/www.aihw.gov.au\/reports\/illicit-use-of-drugs\/national-drug-strategy-household-survey\/contents\/insights\" target=\"_blank\" rel=\"noreferrer noopener\">Australian Institute of Health and Welfare<\/a> found. In the past year:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>1.8%<\/strong> of Australians aged 14 and over used nicotine pouches<\/li>\n\n\n\n<li><strong>8.4%<\/strong> of 18 to 24 year olds used them. That&#8217;s about <strong>1 in 12<\/strong><\/li>\n\n\n\n<li><strong>5.3%<\/strong> of 25 to 29 year olds used them<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">At the time, pouches were <a href=\"https:\/\/pharmacydaily.com.au\/news\/govt-ups-nicotine-pouch-regulations\/121485\" target=\"_blank\" rel=\"noreferrer noopener\">unapproved, prescription-only medicines<\/a>. You could only get them legally through a doctor, or by importing them with a prescription. No shop could sell them.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">So where did they get them?<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The survey doesn&#8217;t say. But it does say where people got their vapes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vapes can only be sold legally in pharmacies. And yet <a href=\"https:\/\/www.aihw.gov.au\/reports\/illicit-use-of-drugs\/national-drug-strategy-household-survey\/contents\/insights\" target=\"_blank\" rel=\"noreferrer noopener\">93% of people who vape<\/a> got them from illicit sources. Only around 7% used a pharmacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pouches were even harder to get legally than vapes. If the legal route barely worked for vapes, it&#8217;s hard to see it working for pouches.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The government&#8217;s answer: tighter still<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The survey came out on 17 July 2026. The same day, the government announced it would close the last legal routes for pouches. From 24 July, the TGA, Australia&#8217;s medicines regulator, <a href=\"https:\/\/www.miragenews.com\/new-regulations-strengthen-controls-on-nicotine-1711851\/\" target=\"_blank\" rel=\"noreferrer noopener\">shut them down<\/a>: no more prescriptions, no more personal imports, no more pharmacist compounding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s the thing. Australia already had one of the toughest regimes anywhere. Adults got pouches anyway. Most likely not from a shop that checks ID. Not as a product with a clear label and a known nicotine level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tightening the rules again doesn&#8217;t change that. It just leaves the illicit market as the only option.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">What works instead<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Other countries are taking a different approach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since 29 October, it&#8217;s been <a href=\"https:\/\/www.gov.uk\/guidance\/selling-vaping-and-nicotine-products\" target=\"_blank\" rel=\"noreferrer noopener\">illegal in the UK<\/a> to sell pouches to anyone under 18. Adults can still buy them. In Austria, pouches are sold only in licensed tobacconists, with age checks at the counter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s where you protect people: at the point of sale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Australia doesn&#8217;t have one.
