Selon les ministres de la Sant\u00e9, Martine Deprez, et des Finances, Gilles Roth, qui ont r\u00e9pondu \u00e0 une enqu\u00eate du D\u00e9put\u00e9 Sven Cl\u00e9ment du Parti Pirate, la taxation propos\u00e9e verrait les e-liquides tax\u00e9s \u00e0 120 \u20ac le litre et les sachets de nicotine \u00e0 22 \u20ac le kilogramme. Cette d\u00e9cision s\u2019inscrit dans un programme national antitabac plus large qui vise \u00e0 englober ces produits du tabac de nouvelle g\u00e9n\u00e9ration.<\/p>\n\n\n\n<p>Au Considerate Pouchers, nous trouvons cette approche non seulement contre-intuitive mais aussi potentiellement pr\u00e9judiciable aux efforts de sant\u00e9 publique visant \u00e0 arr\u00eater de fumer. Cependant, cette politique ne tient pas compte du fait que de nombreux fumeurs se sont tourn\u00e9s vers ces alternatives pour arr\u00eater de fumer. En rendant ces produits plus chers, le gouvernement p\u00e9nalise non seulement les personnes qui tentent de r\u00e9duire leurs risques pour la sant\u00e9, mais d\u00e9courage \u00e9galement par inadvertance les fumeurs d&#039;opter pour ces alternatives plus s\u00fbres. La barri\u00e8re financi\u00e8re cr\u00e9\u00e9e par des taxes plus \u00e9lev\u00e9es pourrait contraindre de nombreuses personnes \u00e0 continuer de fumer des cigarettes traditionnelles, qui restent moins ch\u00e8res et plus nocives.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Impact sur le consommateur et abandon du tabac<\/strong><\/h4>\n\n\n\n<p>L\u2019impact sur les consommateurs est clair : des prix plus \u00e9lev\u00e9s rendront plus difficile l\u2019acc\u00e8s des fumeurs \u00e0 ces alternatives plus s\u00fbres. \u00c0 une \u00e9poque o\u00f9 la sant\u00e9 publique devrait \u00eatre une pr\u00e9occupation majeure, il est crucial d\u2019encourager, et non d\u2019entraver, l\u2019adoption d\u2019outils de r\u00e9duction des m\u00e9faits. Le nouveau r\u00e9gime fiscal pourrait annuler les progr\u00e8s r\u00e9alis\u00e9s dans les efforts de sevrage tabagique en rendant les produits moins nocifs moins accessibles et moins abordables.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Une approche contradictoire de la sant\u00e9 publique<\/strong><\/h4>\n\n\n\n<p>De plus, cette politique semble contredire l\u2019essence m\u00eame de la promotion de la sant\u00e9 publique. Alors que l&#039;objectif du programme antitabac luxembourgeois est de r\u00e9duire les taux de tabagisme, l&#039;inclusion de produits \u00e0 base de nicotine plus s\u00fbrs dans le cadre de mesures fiscales punitives envoie des signaux mitig\u00e9s. Si l\u2019objectif ultime est d\u2019am\u00e9liorer la sant\u00e9 publique, les politiques devraient \u00eatre align\u00e9es pour soutenir l\u2019adoption d\u2019alternatives moins nocives plut\u00f4t que de les regrouper avec les produits du tabac traditionnels plus dangereux.<\/p>\n\n\n\n<p>Chez Consid\u00e9rant Braconniers, nous demandons instamment une r\u00e9\u00e9valuation de cette politique. Une approche plus \u00e9quilibr\u00e9e consid\u00e9rerait le r\u00f4le des cigarettes \u00e9lectroniques et des sachets de nicotine dans le sevrage tabagique. Plut\u00f4t que d\u2019imposer des taxes prohibitives, le gouvernement devrait se concentrer sur la r\u00e9glementation de ces produits pour garantir leur s\u00e9curit\u00e9 et leur efficacit\u00e9 tout en les gardant financi\u00e8rement accessibles \u00e0 ceux qui en ont le plus besoin.<\/p>\n\n\n\n<p>Cette politique peut, par inadvertance, saper les objectifs de sant\u00e9 publique et perp\u00e9tuer le probl\u00e8me m\u00eame qu\u2019elle cherche \u00e0 r\u00e9soudre.
