Projet d\u2019avis du Parlement europ\u00e9en sur le plan de sant\u00e9 cardiovasculaire de l\u2019UE fait<\/a> Ce dossier ne se contente pas de menacer les sachets de nicotine. Il r\u00e9v\u00e8le une r\u00e9alit\u00e9 troublante\u00a0: le rapporteur \u00e0 l\u2019origine de ce dossier semble ignorer les principes scientifiques les plus \u00e9l\u00e9mentaires des maladies li\u00e9es au tabagisme.<\/p>\n\n\n\n

Le projet de loi, pr\u00e9sent\u00e9 par la rapporteuse socialiste Romana Jerkovi\u0107, pr\u00e9conise des restrictions drastiques sur les produits nicotin\u00e9s, notamment les sachets de nicotine. L\u2019interdiction des ar\u00f4mes, le plafonnement des doses de nicotine et une r\u00e9glementation punitive sont pr\u00e9sent\u00e9s comme une \u00ab\u00a0politique de sant\u00e9 publique\u00a0\u00bb. En r\u00e9alit\u00e9, ces mesures r\u00e9v\u00e8lent une profonde incapacit\u00e9 \u00e0 distinguer entre combustion et non-combustion.<\/p>\n\n\n\n

Cette distinction n'est pas purement th\u00e9orique. Elle constitue le fondement de la r\u00e9duction moderne des m\u00e9faits du tabac.<\/p>\n\n\n\n

Les cigarettes provoquent des maladies cardiovasculaires car elles br\u00fblent du tabac, produisant du monoxyde de carbone, des particules fines et des milliers de sous-produits toxiques. Les sachets de nicotine, quant \u00e0 eux, ne br\u00fblent pas de tabac. Ils ne produisent pas de fum\u00e9e et n'exposent donc pas les utilisateurs \u00e0 ces toxines.<\/p>\n\n\n\n

Or, le projet de Jerkovi\u0107 les consid\u00e8re comme fonctionnellement \u00e9quivalents. Ce n'est pas de la prudence, c'est de la confusion conceptuelle.<\/p>\n\n\n\n

Lorsqu'un rapporteur charg\u00e9 d'\u00e9laborer la politique de sant\u00e9 de l'UE ne parvient pas \u00e0 faire la distinction entre la cause principale des maladies li\u00e9es au tabagisme et une alternative sans fum\u00e9e, le probl\u00e8me n'est plus un d\u00e9saccord politique. Il s'agit de comp\u00e9tence<\/strong>.<\/p>\n\n\n\n

Cet avis propose de r\u00e9glementer les sachets de nicotine comme s'il s'agissait de cigarettes, tout en limitant la communication des informations sur les risques aux consommateurs adultes. De ce fait, les fumeurs qui tentent d'arr\u00eater de fumer se voient refuser des comparaisons claires et objectives sur les risques relatifs. Le r\u00e9sultat est pr\u00e9visible\u00a0: moins de personnes passeront aux sachets, et davantage continueront \u00e0 fumer.<\/p>\n\n\n\n

Ce n'est pas prot\u00e9ger la sant\u00e9. C'est la mal g\u00e9rer.<\/p>\n\n\n\n

Juan Rafael Taborc\u00eda, porte-parole mondial de Considerate Pouchers, a d\u00e9clar\u00e9 :<\/p>\n\n\n\n

\u00ab Si vous ne pouvez pas identifier la combustion comme principal facteur de dommages cardiovasculaires, vous n'\u00eates pas en mesure d'\u00e9laborer des politiques cardiovasculaires. Traiter les sachets de nicotine comme des cigarettes n'est pas un choix politique, c'est une erreur scientifique fondamentale. \u00bb<\/p>\n\n\n\n

L'Europe a d\u00e9j\u00e0 constat\u00e9 ce qui fonctionne. L\u00e0 o\u00f9 les alternatives sans fum\u00e9e sont accessibles et r\u00e9glement\u00e9es de mani\u00e8re proportionn\u00e9e, le tabagisme diminue fortement. En revanche, lorsque les l\u00e9gislateurs regroupent tous les produits nicotin\u00e9s dans une seule cat\u00e9gorie punitive, les cigarettes restent dominantes.<\/p>\n\n\n\n

Le projet de Jerkovi\u0107 choisit cette derni\u00e8re option.<\/p>\n\n\n\n

Le Parlement europ\u00e9en devrait se poser une question s\u00e9rieuse : comment un dossier d'une telle importance a-t-il pu se retrouver entre les mains d'une personne qui ne veut pas ou ne peut pas appliquer les principes \u00e9l\u00e9mentaires de la logique de sant\u00e9 publique ?<\/p>\n\n\n\n

Car une politique fond\u00e9e sur l'incompr\u00e9hension n'\u00e9choue pas simplement.<\/p>\n\n\n\n
