Vid f\u00f6rsta anblicken l\u00e5ter det ansvarsfullt. L\u00e4kare. Vita rockar. Omtanke om h\u00e4lsan.<\/p>\n\n\n\n

Men tittar man n\u00e4rmare, s\u00e5 saknas n\u00e5got viktigt. M\u00e4nniskorna.<\/p>\n\n\n\n

Ingenstans i detta \u00f6verklagande g\u00f6r l\u00e4karna f\u00f6rst\u00e5 hur nikotinp\u00e5sar faktiskt anv\u00e4nds<\/strong>, eller som anv\u00e4nder p\u00e5sar med h\u00f6gre h\u00e5llfasthet fr\u00e5n f\u00f6rsta b\u00f6rjan. De g\u00f6r det inte referens till tidigare storr\u00f6kare<\/strong>, personer som en g\u00e5ng r\u00f6kte ett paket eller mer om dagen och nu f\u00f6rlitar sig p\u00e5 starkare p\u00e5sar f\u00f6r att h\u00e5lla sig borta fr\u00e5n cigaretter. De g\u00f6r det inte n\u00e4mna \u00f6verg\u00e5ngen<\/strong>, tolerans eller verkligt beteende. Ist\u00e4llet hoppar de rakt till gr\u00e4nserna.<\/p>\n\n\n\n

L\u00e4nder som har till\u00e5tit vuxna att f\u00e5 tillg\u00e5ng till r\u00f6kfria orala nikotinprodukter i en rad olika styrkor har sett r\u00f6kning minska snabbare \u00e4n l\u00e4nder som begr\u00e4nsar det<\/strong>Sveriges erfarenhet, d\u00e4r orala nikotinprodukter \u00e4r allm\u00e4nt tillg\u00e4ngliga och prisv\u00e4rda, har drev ner r\u00f6kningssiffrorna till bland de l\u00e4gsta i Europa<\/strong>, medan grannl\u00e4nder som \u00e4r beroende av str\u00e4ngare gr\u00e4nser forts\u00e4tter att ha det sv\u00e5rt.<\/p>\n\n\n\n

De ukrainska l\u00e4karna formulerar ocks\u00e5 sitt f\u00f6rslag som en f\u00f6rsiktighets\u00e5tg\u00e4rd. Men f\u00f6rsiktighet utan sammanhang \u00e4r inte s\u00e4kerhet. Det \u00e4r politisk teater.<\/p>\n\n\n\n

Inga bevis presenteras som visar att vuxnas anv\u00e4ndning av nikotinp\u00e5sar med h\u00f6gre styrka leder till m\u00e4tbar skada p\u00e5 befolkningsniv\u00e5.
