Considerate Pouchers har samarbetat med en gr\u00e4ns\u00f6verskridande allians av konsumentf\u00f6respr\u00e5kare i en br\u00e5dskande \u00f6verklagande<\/a> till svenska tj\u00e4nstem\u00e4n f\u00f6r att blockera den nuvarande utkast till revision<\/a> i EU:s direktiv om punktskatt p\u00e5 tobak (TED). Med arbetsgruppen f\u00f6r skattefr\u00e5gor planerad till den 25 februari har det f\u00f6reslagna ramverket g\u00e5tt fr\u00e5n en regeluppdatering till en direkt ekonomisk attack mot individer som s\u00f6ker r\u00f6kfria alternativ.<\/p>\n\n\n\n

Det helt reviderade utkastet ignorerar<\/a> etablerade h\u00e4lsobevis till f\u00f6rm\u00e5n f\u00f6r en aggressiv skatteprioritetsagenda. Genom att st\u00e4mpla tobaksfria alternativ som en "inneboende folkh\u00e4lsorisk" \u00e5terupplivar f\u00f6rslaget den misskrediterade "ink\u00f6rsports"-myten och antyder felaktigt att renare produkter fungerar som en bro till cigaretter. Mest oroande \u00e4r ordf\u00f6randeskapets str\u00e4van att h\u00f6ja minimipunktskatten, vilket skulle f\u00e5 priserna p\u00e5 cigaretter att skjuta i h\u00f6jden. I de EU-medlemsstater som f\u00f6r n\u00e4rvarande inte beskattar cigaretter alls (inklusive flera stora marknader) kommer detta att inneb\u00e4ra en enorm \u00f6kning fr\u00e5n noll till 107 euro\/kg. EU f\u00f6rs\u00f6ker tvinga alla in i den \u00f6vre delen av skalan, eftersom f\u00f6r n\u00e4rvarande sex l\u00e4nder beskattar med 50 euro\/kg eller l\u00e4gre. Denna nya skattesats kommer att utl\u00f6sa en h\u00f6jning av punktskatten i tio medlemsstater som redan beskattar cigaretter.

Det f\u00f6reslagna direktivet ger ocks\u00e5 medlemsstaterna bredare befogenheter att genomf\u00f6ra smakf\u00f6rbud och kategorispecifika f\u00f6rbud. Considerate Pouchers varnar f\u00f6r att dessa \u00e5tg\u00e4rder, i kombination med uppbl\u00e5sta priser, inte kommer att minska nikotinanv\u00e4ndningen.
