Here&#8217;s what you need to know."},"content":{"rendered":"<p class=\"wp-block-paragraph\">On November 9th, EU finance ministers vote on a tax package that includes the first EU-wide minimum tax on nicotine pouches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s been months in the making. It&#8217;s already been delayed once. And one country can still stop it.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">What&#8217;s on the table<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Right now, there&#8217;s no EU-wide tax on pouches. Every country sets its own. The latest draft from the Irish presidency of the EU Council would change that. According to TobaccoIntelligence, the 26 October compromise text <a href=\"https:\/\/app.tobaccointelligence.com\/web\/uploads\/sites\/3\/2026\/10\/st14681-re01.en26.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">sets<\/a> the final minimum rate for pouches at \u20ac50 per kilo, down from \u20ac80 in the previous draft. That&#8217;s lower than the \u20ac80 proposed for other nicotine products.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So the EU has moved. But not far enough. Sweden taxes pouches at about \u20ac18 per kilo today. The new final rate would still be almost three times that.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Why Sweden matters<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Tax rules need every EU country to agree. One no is enough. Sweden, the country with the lowest smoking rate in the EU, is <a href=\"https:\/\/tobaccoreporter.com\/2026\/10\/29\/sweden-opposes-eu-tobacco-tax-increase-ahead-of-meeting\/\" target=\"_blank\" rel=\"noreferrer noopener\">set to oppose<\/a> the package, according to an EU official. Its argument is, just like ours, that countries should be able to tax products according to their risk. A smoke-free pouch and a cigarette are not the same thing, and they shouldn&#8217;t face the same tax.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That report came out the same day as the lower compromise, so Sweden&#8217;s final position isn&#8217;t certain.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">No government, still a veto<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s the twist, Sweden is doing all this without a new government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s been run by a caretaker government since 17 September. Parliament votes on a prime minister again on November the 3rd, after the first attempt failed in October. If that vote fails too, talks <a href=\"https:\/\/www.svt.se\/nyheter\/inrikes\/talmannens-besked-statsministeromrostning-om-elisabeth-thand-ringqvist-c\" target=\"_blank\" rel=\"noreferrer noopener\">could run until 10 November<\/a>, the day after the EU vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Sweden doesn&#8217;t need a new government to keep its veto.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Why 9 November matters<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The EU Council presidency rotates every six months. The country holding it chairs the meetings, sets the agenda and writes the compromise texts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ireland holds the presidency until December, and it wants a deal before it hands it over. If there&#8217;s no deal by the end of the year, the file goes to <a href=\"https:\/\/www.vapingpost.com\/2026\/10\/28\/eu-tobacco-tax-ireland-compromise-lithuania-presidency\/\" target=\"_blank\" rel=\"noreferrer noopener\">Litauen<\/a> in January.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What would that mean? Nobody knows for sure. Lithuania has some of Europe&#8217;s strictest vaping rules. But tobacco tax isn&#8217;t on its list of priorities. So it could mean a tougher text. Or months more delay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Either way, Sweden keeps its veto.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From Considerate Pouchers we oppose taxing pouches as if they were the problem. The EU has already lowered its proposed rate once. That shows pushing back works. Now it should go further: tax nicotine by risk and keep the smoke-free option within reach for adults who want to switch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One week to go.
