There was only one problem: the numbers were wrong. Or, more precisely, they were presented in a deeply misleading way.<\/p>\n\n\n\n<p>And when an organisation that receives partial funding from the European Commission testifies before the European Parliament, the least citizens deserve is accuracy. Let\u2019s walk through what actually happened.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">The Claim: \u201c29% of 17-year-olds in Sweden use oral nicotine products.\u201d<\/h5>\n\n\n\n<p>This was the headline number <a href=\"https:\/\/www.europarl.europa.eu\/cmsdata\/300343\/Gijs%20van%20Wijk%20-%20Statement.pdf\">SFP showcased in its slide deck to MEPs.<\/a> Yes, the 29 percent figure appears in the Swedish national school survey titled CAN-rapport 230 from 2024. But here is what SFP did not mention.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">The \u201c17-year-olds\u201d in the survey are not all underage<\/h5>\n\n\n\n<p>The survey covers students in their second year of upper secondary school. In Sweden, many of these students turn 18 during that school year.<\/p>\n\n\n\n<p>Based on the age distribution in the <a href=\"https:\/\/www.can.se\/app\/uploads\/2024\/11\/can-rapport-230-cans-nationella-skolundersokning-2024.pdf\">CAN report<\/a> and national demographic patterns, around 20 percent of these students are already 18 when the survey is conducted.<\/p>\n\n\n\n<p>This means that:<\/p>\n\n\n\n<p><strong>The real figure for underage users is not 29 percent. It is roughly 23 percent.<\/strong><\/p>\n\n\n\n<p>This is a very different picture from the one presented to policymakers.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">SFP framed the number as \u201ccurrent use.\u201d The report does not use that category<\/h5>\n\n\n\n<p>In the CAN report, the 29 percent figure comes from a combined category that includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>21 percent daily use<br><\/li>\n\n\n\n<li>8 percent occasional use such as at parties or trying a product once<br><\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>SFP merged both and presented them as \u201ccurrent use\u201d in a way that implies regular consumption. The actual data tells a more nuanced story. Daily use is significantly lower and occasional experimentation distorts the overall number.<\/p>\n\n\n\n<p>Misrepresenting categories is not a minor issue. It directly shapes policy decisions.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">The same report acknowledges that snus has lower risk than smoking<\/h5>\n\n\n\n<p>This fact was omitted by SFP. On page 23 of the CAN report, the authors state that snus, Sweden\u2019s traditional oral nicotine product, has: \u201cGenerally lower health risks than smoking.\u201d<\/p>\n\n\n\n<p>This matters because the European Parliament hearing focused on total nicotine harm rather than relative risk.<\/p>\n\n\n\n<p>If Swedish data is used in a policy debate, Swedish public health conclusions should not be ignored.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Why this matters: funding, credibility and accountability<\/h5>\n\n\n\n<p>SFP receives partial funding from the European Commission. It then presents data in the European Parliament in a way that distorts Sweden\u2019s public health reality.<\/p>\n\n\n\n<p>This occurs despite Sweden having:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a smoking prevalence of 5.3 percent, the lowest in the EU<br><\/li>\n\n\n\n<li>44 percent fewer tobacco-related deaths than the EU average<br><\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>This is not only misleading. It undermines harm reduction progress. If Europe wants outcomes similar to Sweden, it needs facts, not <a href=\"https:\/\/www.europarl.europa.eu\/cmsdata\/300344\/Gijs%20van%20Wijk%20-%20PowerPoint%20Presentation.pdf\">fear-based presentations.<\/a><\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Sweden\u2019s success deserves honesty<\/h5>\n\n\n\n<p>Sweden is on track to become the first smoke-free nation in the EU.<\/p>\n\n\n\n<p>The reasons are clear:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>legal access to safer oral nicotine alternatives<br><\/li>\n\n\n\n<li>informed adult choice<br><\/li>\n\n\n\n<li>cultural acceptance of harm reduction<br><\/li>\n\n\n\n<li>transparent communication on relative risk<br><\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>This combination is why Sweden\u2019s smoking rates have collapsed, including among young people. Sweden should be treated as a success story, not as a cautionary tale.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Europe needs now: evidence, not exaggeration<\/h2>\n\n\n\n<p>Accurate youth data matters. Context matters.
