Three weeks ago the total was 30. Today it&#8217;s<a href=\"https:\/\/www.fda.gov\/tobacco-products\/ctp-newsroom\/fda-authorizes-11-new-nicotine-pouches\" target=\"_blank\" rel=\"noreferrer noopener\"> 43<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So what changed?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In September 2025, the FDA<a href=\"https:\/\/www.fda.gov\/tobacco-products\/ctp-newsroom\/fda-launches-program-more-efficiently-review-nicotine-pouch-applications\" target=\"_blank\" rel=\"noreferrer noopener\"> launched<\/a> a pilot program to streamline how it reviews nicotine pouch applications. Same scientific bar. Faster process. Real-time back and forth with applicants instead of a slow-motion paper trail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s working. The first six products under the pilot<a href=\"https:\/\/www.fda.gov\/tobacco-products\/ctp-newsroom\/fda-authorizes-6-nicotine-pouch-products-completing-review-record-time\" target=\"_blank\" rel=\"noreferrer noopener\"> cleared review<\/a> in three months. The original pouches authorization took over five years. Twenty-three of the 43 products now on the market came through this pilot alone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every one of them went through the same test. The PMTA. Premarket tobacco product application.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the finding hasn&#8217;t moved. Round after round, the FDA&#8217;s own review keeps landing on the same conclusion: lower levels of harmful chemicals, some too low to even measure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Acting CTP Director Bret Koplow put it plainly: rigorous and efficient review are &#8220;<a href=\"https:\/\/www.fda.gov\/tobacco-products\/ctp-newsroom\/fda-authorizes-6-nicotine-pouch-products-completing-review-record-time\" target=\"_blank\" rel=\"noreferrer noopener\">not mutually exclusive<\/a>.&#8221;\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is who this is actually for. Adults 21 and older who smoke or use smokeless tobacco. People trying to get off cigarettes completely. The FDA is explicit about that distinction: switching completely is what reduces risk. Dual use doesn&#8217;t.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three weeks ago it was 30.
