If you’re a pouching ex-smoker, you should know what’s happening in your name (or rather against your name) in Geneva right now.
According to a report from Pouch Patrol, Denmark is pushing for new World Health Organization language that would let countries ban nicotine pouches (and other safer nicotine products) under the Framework Convention on Tobacco Control (FCTC).
That’s controversial because EU countries had already agreed a common line that didn’t call for banning these products outright. Clearing the Air dug into the same documents and says the Danish delegation is still trying to smuggle prohibitionist wording into the negotiations.
Although EU countries had already agreed on a common position that did not call for a ban on nicotine pouches, Denmark – working closely with prohibition-oriented countries such as Brazil – is now pushing wording that would allow governments to prohibit or heavily restrict the manufacture, import, sale and use of products like pouches and vapes.
Sweden is a central character in this story. Harm-reduction policies, including the long-standing use of smokeless products like snus, are widely credited with helping Sweden reach record-low smoking rates.
Pouch Patrol reports that the Swedish delegation at COP11 includes officials who have previously favored bans on nicotine pouches – even though the Swedish Parliament has adopted a different approach, seeking to regulate rather than prohibit these products.
The fear is that if Swedish agencies do not defend Parliament’s position, Denmark’s push could go unchallenged – allowing a de facto ban to move forward in the name of the EU, despite earlier political agreements to the contrary.
So what does this mean for regular adult pouch users?
- A ban wouldn’t make nicotine disappear; it would just take low-risk, smoke-free options off the table while cigarettes stay on sale.
- It shuts out the experience of people who’ve actually quit smoking this way.
- And it’s all being discussed behind closed doors, with no consumers in the room.
If safer alternatives helped you get away from combustion, it’s understandable to feel alarmed when they’re treated like the enemy.
