Introduction
We welcome the opportunity to respond to Morocco’s public inquiry EP-61-2025 concerning proposed draft standards for tobacco, vaping, and nicotine pouch products. It is clear that Morocco is engaging with a complex regulatory landscape at a pivotal moment. We commend the effort to develop a structured
approach to regulating new nicotine technologies. However, we caution that overregulation or prohibitionist policies risk undermining public health goals.
Our submission highlights the importance of proportionate, risk-based regulation
of nicotine alternatives, particularly nicotine pouches, which represent the safest
known delivery method for nicotine today.
